El Salvador: Der Marsch des Gockels

 

Am Nationalfeiertag des 15. Septembers gab es pandemiebedingt keinen grossartigen Militäraufmarsch. Immerhin konnte Präsident Bukele gegen den inneren Feind einheizen, der heute die Nation so bedroht wie früher ausländische Mächte. Und glücklicherweise gab es einen würdigen Ersatz für die Parade der Militärs:

In der gleichen Sendung sagt William Arkin, ein bekannter Militärexperte:

And there have been military police and infantry soldiers moved from Fort Drum, New York, from Fort Riley, Kansas, and from Fort Bragg, North Carolina, to the D.C. area, and they’re now mustering at military bases at what’s called Force Protection Condition Delta, the highest condition, ready to take control of Washington, D.C., if the president so orders.

The federal government has done many things, including the monitoring of social media, the intercepting of phone calls, the intercepting of cellphones, the use of cellphones to locate people, the use of drones, surveillance aircraft, flown by the FBI, by Customs and Border Protection and by the military, including helicopters that have been flying over U.S. cities conducting surveillance missions.

Juan Gonzalez in “Make No Mistake: This Country Is Edging Closer to Neo-Fascist Authoritarianism”, Democracy Now, 21. April 2020:

We’re seeing a lot of it now, which is these protests around the country of people demanding an end to the shutdowns that were aimed to stop the spread of the pandemic. And what troubles me most about this is how right-wing extremists are brandishing automatic weapons, and they’ve become regular features of these protests, and with the man in the White House saying nothing to condemn this form of intimidation. If hundreds of African Americans or Latinos showed up in cities around the country brandishing automatic weapons, what would be the response of the country to this? And we should make no mistake, that this country is edging closer and closer to neo-fascist authoritarianism.

We are not responsible for the mental illness that has been inflicted upon our people by the American government, institutions and those people who are in positions of power. I don’t give a damn if they burn down Target, because Target should be on the streets with us calling for the justice that our people deserve. Where was AutoZone at the time when Philando Castile was shot in a car, which is what they actually represent? Where were they?

So, if you are not coming to the people’s defense, then don’t challenge us when young people and other people who are frustrated and instigated by the people you pay — you are paying instigators to be among our people out there, throwing rocks, breaking windows and burning down buildings. And so young people are responding to that. They are enraged.
And there’s an easy way to stop it: Arrest the cops. Charge the cops. Charge all the cops, not just some of them, not just here in Minneapolis. Charge them in every city across America where our people are being murdered. Charge them everywhere. That’s the bottom line. Charge the cops. Do your job. Do what you say this country is supposed to be about — the land of the free for all. It has not been free for Black people, and we are tired.
Don’t talk to us about looting. Y’all are the looters. America has looted Black people. America looted the Native Americans when they first came here, so looting is what you do. We learned it from you. We learned violence from you. We learned violence from you. The violence was what we learned from you. So if you want us to do better, then, damn it, you do better.

El Salvador: Hunger

(zas, 16.5.20) Letzte Woche hat das Regime die Ausgangsperre noch verschärft. Der zentrale Engrosmarkt, La Tiendona, von San Salvador hat wegen Ausbleiben der Kundschaft geschlossen. Der grosse Einzelhandelsmarkt im Zentrum ist praktisch geschlossen, da das Stadtzentrum nur nach Militärkontrolle betreten werden kann – eventuell. Die kleinen Läden, die sich normalerweise in der Tiendona eindecken, sind von Bukele wieder geschlossen worden. Bleiben die Supermärkte, viel zu teuer für die Armutsbevölkerung. Der sog. informelle Sektor (insbesondere Strassenverkauf) ist real die Hauptökonomie für einen Grossteil der Bevölkerung. Sie liegt weitgehend brach.

Präsident Nayib Bukele hat die für drei Monate zugesagten $ 300 für mittellose Haushalte nach einem Monat wegen mangelnder Finanzen gestrichen und behauptet dafür, alle 14 Tage Essenspakete im Wert von $ 50 mithilfe der BürgermeisterInnen an 1.7 Mio. Haushalte zu verteilen.  Wie schon die $ 300 gelangen jetzt die Nahrungsmittelpakete zu einem Teil der Leute, der Rest «versickert». Es kommt trotz Repression zu Protesten. Einerseits seitens der Mittelschichten aufwärts, die in den letzten Nächten jeweils um 20 h Hubproteste gegen Bukele veranstalten. Andererseits sind in diesen Tagen jetzt auch in El Salvador in Unterklassenzonen vielerorts weisse Tücher zu sehen, als Zeichen, dass hier gehungert wird. Ein Compa aus einer Armutsgegend im Grossraum der Hauptstadt berichtete mir heute, dass Lärmproteste dies bei ihnen nicht möglich sei – die Maras würden das ersticken. Die Nahrungspakete kämen nicht an, und die, die verteilt würden, enthielten wenig Artikel im Wert von $ 5 – 10, wen du es im Laden erstehst. Meistens würden die BürgermeisterInnen eh noch einen Teil zum Weiterverkauf abzwacken und den Rest auch noch von den Maras verteilen lassen. Bukele & Co. und die BürgermeisterInnen bereicherten sich an der Sache, die Maras hätten die Kontrolle im Territorium.

Heute nun hatte der rechte Bürgermeister von Tonacatepque, einer dicht besiedelten Ortschaft nahe der Hauptstadt, die Verteilung solcher Pakete in einem teil seiner Gemeinde angekündigt. Es kamen Hunderte zum angegebenen Orten und reihten sich in eine lange Warteschlange ein. Doch dann sahen sie, dass der Alcalde kaum 40 Rationen dabei hatte, und ein Wettlauf begann, um die benötigte Ware zu ergattern. Der Hunger in ihren Familien trieb sie zu Ellenbogenverhalten an. Niemand scheint mehr als ein Paket genommen zu haben. Aus sozialer Selbstverständlichkeit? Weil es sonst Prügel abgesetzt hätte? Eines ist sicher: Dieser Bürgermeister hat an Popularität eingebüsst. Bukele wird weiter auf Twitter seine Caritas besingen. Der krasse Widerspruch zur erlebten Realität wird hoffentlich einige Augen öffnen.
